Předmětem VZ je pořízení a ochraňování 300 tun surového oleje řepkového (dále také „surový olej“). Surový olej bude jako součást státních hmotných rezerv majetkem ČR. Předmět VZ je rozdělen dle ust. § 35 zákona na 3 samostatné části, a sice: 1. část VZ: Dodávka a ochraňování 100 tun surového oleje, 2. část VZ: Dodávka a ochraňování 100 tun surového oleje, 3. část VZ: Dodávka a ochraňování 100 tun surového oleje.
