Przedmiotem zamówienia realizowanego w formule „zaprojektuj i wybuduj” jest budowa hybrydowej instalacji źródła ciepła opartej na: 2 jednostkach kogeneracyjnych gazowych, pompie ciepła o mocy 1800 – 2400 kWt w zależności od punktu pracy z czynnikiem R717 pracującej naprzemiennie w zależności od chwilowych parametrów na dwóch dolnych źródłach – powietrzu atmosferycznym i wodzie z rzeki, kotle gazowym 2 950 kWt z ekonomizerem 311 kWt, magazynie ciepła o pojemności 12 MWht i całkowitej mocy cieplnej instalacji w paliwie: 5,78 MW zapewniającej niskoemisyjne pokrycie zapotrzebowania na ciepło Osiedla Płocka i Celulozowa we Włocławku.
