Az eljárás pontos megnevezése: „Budapest-Belgrád Projekthez közvetlenül kapcsolódó, a MÁV Zrt. által elvégzendő feladatok” elnevezésű projekt részét képző „Szabadszállás és Kiskunlacháza vasútállomásokon katonai rakodók építése” A NATO és az Európai Unió 2019-ben megállapodást kötött a katonai mobilitással kapcsolatban, melynek megfelelően új tervezési irányelvek vannak érvényben. Az eljárás tárgyát képező vasúti szakaszon is ennek szellemében kell kialakítani a katonai igényeknek is eleget tevő rakodási létesítményeket és vasúti pályát.
