Il a pour objet la fourniture échelonnée dans le temps de matériel de recherche fuites. Il s’agit d’un marché "stock" ou "marché à bons de commande" dans lequel l’adjudicataire de l’accord-cadre ne livre pas l’ensemble des fournitures en une fois, mais par livraisons fractionnées sur base de bons de commandes successifs au gré des besoins de l’adjudicateur et des pouvoirs adjudicateurs bénéficiaires, pendant toute la durée du marché. Pendant la durée de l’accord-cadre, l’adjudicateur et les pouvoirs adjudicateurs bénéficiaires concluent des marchés subséquents avec l’attributaire de l’accord-cadre.
