Le présent marché public vise à conclure un accord-cadre avec un fournisseur unique, qui interviendra comme intermédiaire pour la fourniture de licences de logiciels « commercial off-the-shelf », « software-as-a-service », « platform-as-a-service » et « infrastructure-as-a-service », ainsi que d'éventuels services complémentaires comme par exemple l’implémentation, la maintenance, l’assistance… (en fonction des besoins de la LN). Il est à noter que pour certains logiciels qui doivent être achetés directement via le site web des éditeurs concernés, la LN souhaite que ces achats soient réalisés, autant que possible, via le partenaire qui sera choisi. Les produits (licences) MICROSOFT, ADOBE et SAP ne font pas partie du présent marché. Ils font partie de marchés séparés.
