Lounais-Suomen elinvoimakeskuksen tarkoituksena on hankkia raskaskuljetuspalvelua Saaristomeren alueelle. Hankittava raskaskuljetuspalvelu on tarkoitettu palvelemaan saariston vakinaista asutusta ja saariston elinkeinotoimintaa, jotka ovat ilman tie-, lossi-, lautta- tai riittävää yhteysalusliikennettä. Asiakkaat tilaavat kuljetukset suoraan palveluntuottajalta. Raskaskuljetuspalvelua tarjotaan asiakkaille avovesikaudella, pääasiassa huhti-marraskuussa. Hankinta-asiakirjoissa on esitetty käytettäviä aluksia koskevat vaatimukset, sopimuksen palvelutaso ja palvelun laatuvaatimukset
