L’objectif général du marché est d’accompagner les autorités malagasys dans le développement d’une économie bleue résiliente au changement climatique dans le nord de la région Menabe. Il s’agit d’identifier un projet structurant au niveau de la région du Menabe, combinant enjeux de développement socioéconomique (notamment à travers le secteur de la pêche artisanale), de préservation du capital naturel (via la protection/restauration des écosystèmes de mangroves) et de mobilisation du capital humain qui tienne compte des vulnérabilités climatiques des territoires et des populations qui y vivent.
