Die Medizinische Hochschule Hannover (MHH) ist mit 1.520 Betten, ca. 60.000 stationären, ca. 3.500 teilstationären und ca. 433.000 ambulanten Patientenkontakten und ca. 10.000 Beschäftigten die größte medizinische Versorgungseinrichtung in Niedersachsen. Das Land Niedersachsen, vertreten durch das Ministerium für Wissenschaft und Kultur (MWK), hat beschlossen, einen Ersatzneubau für die Außenstelle der Rechtsmedizin der Medizinischen Hochschule Hannover (MHH) auf dem neuen Medizin-Campus der Universität Oldenburg am Pophankeweg in Oldenburg errichten zu lassen. Der Außenstelle des Instituts für Rechtsmedizin der MHH in Oldenburg obliegt die rechtsmedizinische Grundversorgung des westlichen Niedersachsens, von Osnabrück bis Emden und Bremen. Zur Realisierung des Projektes werden im Zuge dieses Vergabeverfahrens HOAI-Leistungen für Tragwerksplanung gemäß den spezifischen Leistungspflichten und für Bauphysik vergeben.
