De opdracht ziet toe op re-integratie/participatiebegeleiding (begeleiding naar werk en meedoen) en parallel daaraan vanaf start opdracht aanbieden van zinvolle dagbestedingsactiviteiten (geënt op scholing, werk, vrijwilligerswerk en/of persoonlijke ontwikkeling) aan inwoners van 18 jaar en ouder met complexe problematiek. De problematiek wordt veelal door de persoon zelf ontkend, en varieert sterk per individu. Veelal leidt dit ook tot overlast en onrust in de openbare ruimte. Zie aanbestedingsdocumenten. Perceel 1: mannen We schatten in dat 20 mannen per jaar begeleiding nodig hebben. Perceel 2: vrouwen We schatten in dat 40 vrouwen per jaar begeleiding nodig hebben. Perceel 3: delinquente personen We schatten in dat 10 tot 15 personen per jaar begeleiding nodig hebben. De inschatting voor perceel 1 is gebaseerd op de huidige opdracht, voor de andere percelen is dit een aanname.
