Le présent marché porte sur l’élaboration du plan d’affectation cantonal (PAC) du pôle de développement économique du Crêt-du-Locle, à La Chaux-de-Fonds. Le mandat est confié à un groupement pluridisciplinaire de mandataires réunissant notamment des compétences en urbanisme et aménagement du territoire, mobilité, environnement, paysage et nature, génie civil / équipements ainsi qu’en économie / développement. Les prestations comprennent l’élaboration du dossier complet du PAC et des études associées jusqu’au dépôt pour examen préalable auprès des services cantonaux (phase 1), puis l’adaptation du dossier à la suite du préavis de synthèse et sa préparation en vue de la mise à l’enquête publique (phase 2a). Le mandat s’appuie notamment sur le Masterplan Ouest-Menées 2026, le schéma directeur de 2014 et les planifications supérieures existantes.
