Pohjois-Pohjanmaan hyvinvointialue (Pohde) kilpailuttaa lakiasiainpalvelut ja valitsee sopimuskumppanit lakiasiainpalveluiden tuottamiseen. Pohde luo hankinnassa kustakin osa-alueesta puitejärjestelyn, jonka sisältö ja toimintamalli on kuvattu tarjouspyynnön liitteessä "Palvelukuvaus ja puitejärjestelyn toimintamalli". Osa-alueet ovat: 1. Julkiset hankinnat 2. Kiinteistö- ja rakentamisoikeus 3. Yhtiöoikeus 4. Informaatio-oikeus 5. Hallinto-oikeus 6. Sosiaali- ja terveysoikeus 7. Työ- ja virkaoikeus 8. Rikosoikeus 9. Riita-asiat 10. Muut oikeudenalat Pohteen alla luetellut tytär- ja osakkuusyhteisöt osallistuvat hankintaan. Nämä yhteisöt eivät tee hankinnassa omia puitesopimuksia vaan toimivat Pohteen ja toimittajan välisissä puitesopimuksissa ostajina.
