In de contractafweging binnen de gemeente Oudewater is een bouwteamorganisatie als best passende contract- en samenwerkingsvorm naar voren gekomen, dat wil zeggen ontwerpfase in bouwteam, realisatie onder de UAV2012. De voornaamste reden hiervoor is dat bepaalde technische uitdagingen in samenwerking met een aannemer verder moeten worden uitgewerkt. Deze opdracht wordt daarom aanbesteed volgens een twee-fasen aanpak. Dit houdt in dat de winnende inschrijver de eerste fase, de ontwerpfase, gegund krijgt tot en met VO incl. SSK raming. Voor de tweede fase, uitwerken DO en de realisatiefase, mag uitsluitend deze partij een aanbieding indienen. Het uitgangspunt is daarbij dat de prijs/SSK raming eerst door derden vanuit OG wordt getoetst en vervolgens het budget binnen de gemeente wordt goedgekeurd voor de uitvoeringsfase.
