Verpachtung passiver Glasfasernetze (FTTB), die der ZV im geförderten Ausbau der hellgrauen Flecken (Gigabit-RL des Bundes v. 26.04.2021) in acht Gemarkungen und an Schulen im Rhein-Neckar-Kreis errichtet, an Netzbetreiber, die als Dienstleistungskonzessionäre den Netzbetrieb sicherstellen und Internet-/TK-Dienste für private und gewerbliche Endkunden erbringen. Hinzu kommen Open Access mit aktiven und passiven Vorleistungsprodukten (Vorleistungspreise des Bundes als Obergrenze), Wartung, Instandhaltung, Entstörung, Dokumentation und Service. Überlassung im Wege der Pacht je Los; der Netzbetriebs- und Pachtvertrag wird je Los als RV geschlossen. 9 Lose. Teile des Netzes sind in Betrieb; der Betrieb geht zum Übernahmestichtag auf den AN über.
